An Irish sculptor, born in the artists’ quarter of Dublin (his father, Jesse Foley, was a glass-blower; I found some biographies saying instead that he was a grocer). Foley studied at the Royal Dublin Society’s art schools and then went to the Royal Academy in London.

Foley was one of the artists who worked on George Gilbert Sott’s Albert Memorial in Kensington Gardons, making the sculpture group representing Asia as well as the statue of Prince Albert. He was buried at St. Paul’s Cathedral.
